SPYM is a national organisation with a countrywide presence working in the area of health and socio-economic development for the last above 35 years. SPYM is working in the domains of Health, Socio-economic development, Advocacy and Networking in the North, South and North Eastern part of India. SPYM has worked with Govt. agencies i.e. Ministry of Health & Family Welfare, Ministry of Social Justice & Empowerment, Ministry of Youth Affairs & Sports, Ministry of Rural Development, Govt. of India etc. along with Multilaterals agencies like World Bank, UN agencies like UNDP, UNFPA, UNICEF, UNAIDS, UNODC etc., bilateral agencies like DfID, USAID, CIDA etc.
State Technical Support Unit:
SPYM has set up the State Technical Support Unit (STSU) for the State of West Bengal & Rajasthan to support the State in implementation of Tuberculosis Intervention as part of National Tuberculosis Elimination Program. STSU will help guide the respective State TB Cell (STC), District TB Officers (DTOs) and City Health administrators in planning and implementation of activities leading towards TB eliminationas envisioned by 2025. Key areas of support are:
a) Support the state in implementing the engagement of Service Providers in the private sector, NGOs and untapped areas.
b) Contract management with Private sector & NGO sector
c) Monitoring & Evaluation
d) Capacity building and Technical Support
SPYM invites application for the post of Contract Management Expert (2 positions) – State Technical Support Unit (STSU):
Location: Kolkata, West Bengal & Jaipur, Rajasthan
About the Position: Responsible for managing Down-stream Contracts (district level), development of Contracts, managing Suppliers, documentation and MIS, ensuring timely reports from Suppliers, etc.
Job Responsibilities:
Monitoring the Contract Request Form vs. the Approved Budget allocated for the Projects and ensure that the Down-stream Contracts are issued within budget
Ensures the legality of contracts and their proper commissioning
Managing the contracting process in accordance with organizational / CTD guidelines and in a timely fashion
Coordinate with State TB Cell,responsible for procurement on a regular basis and provide support in procurement process/contracts prepared by the state /districts
Support and supervise the procurement functions of the state TB Cell/ Districts to provide complete integrity and transparency
Perform periodic review of the procurement files and records maintained under different contracts of PPSA
Support State TB Cell in managing Down-stream Contracts( district level) – development of Contracts, managing Suppliers, documentation and MIS, ensuring timely reports from Suppliers, etc.
Qualification & Experience:
Master’s in finance /Management/ PGDM (2 Yrs, Full Time-AICTE approved)/ Commerce/ Economics
The candidate should have minimum 5 years of relevant experience in handling projects and procurement at State or National Level
Should have expertise in Project Management, Contract Management.
Desirable: Experience in TB programs, already located in the State of West Bengal.
Required knowledge, skills and abilities typically needed to perform this job:
o Good communication skills and proficiency in English & Hindi preferably.
o Ability to undertake & deliver on the above responsibilities and tasks.
o Excellent documentation and presentation skills.
o Flexibility and the ability to work effectively in a team and cope with pressure and challenges.
o Excellent interpersonal skills and able to work independently as well as part of an effective team.
o Willingness to travel extensively in West Bengal.
o Previous experience in the state is desirable.
Salary: Remuneration will be competitive with Indian NGO pay scales and will depend upon candidate’s experience levels and the overall organization’s salary structure.
